The Spartan II program, led by Dr. Catherine Halsey, was a plan by the Office of Naval Intelligence to use children with superior genetic traits to create a group of super-soldiers in order to put an end to the ongoing Insurrection in the outer colonies. Spartan candidates, including Naomi Sentzke, Kelly Shaddock, and John-117 were kidnapped from their families and forcefully recruited into the program. In September of that year, all candidates are brought to the planet Reach to begin basic training.
In March 2525, all candidates underwent the required augmentation procedures in order to complete training. 33 of 75 candidates successfully completed the augmentation process, while the remainder were either killed or severly injured by the procedure. Many of those washouts were successfully rehabilitated though, some enough to rejoin the ranks of the Spartans.
